Parks staff report: new operations building occupied, Lakeshore Park trail and Ruche Park connection moving forward

City parks staff told the board the Parks Administration Operations Building is now occupied by administrative staff (moved mid‑September) and field staff began relocating in October. Staff said a ribbon‑cutting event is likely in early December and a public open house is planned for next spring once punch-list items are finished.

Updates included Lakeshore Park West: the new trail has been paved, a parking lot (about 21 spaces) has been completed and lighting poles have been installed; remaining restoration items are scheduled as weather permits. Staff described keeping trailhead parking available to reduce overflow into nearby private lots.

The Ruche Park trail connection — a capital improvement project to link a condominium community to the trail network — is scheduled for common council consideration for bid award; if awarded, work will proceed through winter (boardwalk/bridges over wetlands) into next summer with the goal of an early‑next‑summer completion.

Staff noted some punch‑list items remain at the Lakeshore Four Seasons Building and asked for patience as final work and rental application availability are completed. No formal action was requested at this meeting.
