The Citizens Board of Review for West Bend City sustained the assessor’s $443,500 valuation for the property at 1827 Clover View Street after hearing sworn testimony from property owner Joseph Drasey and a presentation from the assessor’s office.
Drasey told the board he provided a packet comparing his home to nearby properties on Creekwood Drive, Tumbleweed Circle and Prairie Drive and said the assessor’s per-square-foot valuation of his house appeared higher than similar homes. “We feel our property was not assessed at the same, rate as some of the other ones,” Drasey said, citing differences in garage size, flooring and an unfinished rec room he values at about $14,000.
Assistant Assessor Bill Meyer presented four time-adjusted sales the office used in its analysis and said the market produced a range of $197 to $229 per square foot; he said the subject at $202 per square foot “is considered reasonable.” Meyer also told the board assessors could inspect the property to evaluate water-damage claims and, if warranted, make a partial adjustment at a later date.
During deliberations board members discussed the presumption that the assessor’s valuation is correct unless rebutted by sufficient sworn evidence and weighed the owner’s assessment-to-assessment comparisons against the assessor’s sales-based analysis. The board’s motion to affirm the assessor’s valuation — moved and seconded on the record — was approved in a roll-call vote with Jonathan Corbett, Justin Reichert, Adam Wolaket and Marianne Ratushik voting in the affirmative.
The board recorded that a notice of the decision will be mailed to the owner, and the assessor’s office will follow up regarding any inspection related to the reported water damage.
