MPO adds Dennis Route 28 Streetscape Phase 2 to draft 2023–2027 TIP slate

On March 21 the Cape Cod Metropolitan Planning Organization voted to include the Dennis Route 28 Streetscape Phase 2 project and the slate presented by staff as part of the draft 2023–2027 TIP.

Colleen reviewed state-prioritized projects and regionally prioritized projects, noting updated funding targets and project readiness. She said MassDOT and the Joint Transportation Committee recommended moving some projects earlier in the schedule and that some large projects (for example Mashpee Route 151 Phase 2) will be funded over multiple years because of increased costs.

Several MPO members — including Tom (member), Cheryl McMahon and Tom Andrade (speakers supporting Route 28 projects in West Dennis) — emphasized local support for Route 28 improvements and the corridor benefits of connecting previously programmed segments, citing town funding and long-standing community support.

Kevin Galligan moved to include the Dennis Route 28 Streetscape Phase 2, and Cheryl McMahon seconded the motion. Phil read the roll and the motion passed on a roll-call vote. The adopted recommendation will form the basis of a draft TIP document to be released for public comment and eventual endorsement after a comment period and review.

What happens next: staff will prepare the draft 2023–2027 TIP for release for public comment (anticipated in April) and return to the MPO for endorsement later in the process.
