MPO advances FY2024–2028 TIP draft after reviewing project readiness and costs

Colleen (Cape Cod Commission) presented the draft slate of projects for the FY2024–2028 Transportation Improvement Program and asked the MPO to approve the slate for staff to prepare a draft document for public review.

She reviewed the program’s structure (regional target-funded projects, state-prioritized projects, and CCRTA transit projects) and noted updated cost estimates for Mashpee Route 151 Phase 2 and a recent $400,000 Federal Lands Access Program (FLAP) award to Provincetown for the Shank Painter project. Colleen outlined project readiness constraints and highlighted projects of concern for 2024 advertising, including Dennis/Harwich Route 28 and Provincetown Shank Painter, and said Mashpee Route 151 Phase 2 has progressed farther in design and was recommended to move into the 2024 year.

Members and JTC representatives discussed scoring, project readiness and the limited amount of regional target funds (about $14 million per year), while JTC members emphasized extensive deliberation to align projects. Harold Mitchell moved to accept the slate; the motion was seconded and passed by roll call. Staff noted programming the slate uses some 2029 target funds and that cost estimates will continue to be refined as projects advance through design.

The approved recommendation will be packaged into the draft TIP for public comment next month, with a 21‑day public comment period anticipated and final approval targeted for May.
