District 5 reported multiple projects on Sept. 18, including the Bourne rotary improvements (project 610542), which is out to bid with openings in early October. After the report, public commenter John York raised detailed questions about the design‑exception process for 610542 and about transparency of project milestone information.
York said he submitted comments and found the project page initially showed a design‑exception request posted April 12 but later removed and that public records indicated the exception had been approved in April. "My biggest concern about design exceptions is the extent to which they're opaque to the public," York said, and he requested the written document that describes the MassDOT design‑exception process.
MassDOT representative Richard Bilski described a standard process: a design justification workbook is completed, reviewed by a committee, and approved at the administrator level; he characterized the Bourne rotary scope as limited and indicated the process followed internal review steps. York disputed that explanation and asked for written documentation; staff said they would follow up with a written description and more information about project postings.
What’s next: Staff agreed to follow up with the commenter with documentation on the exception process and to clarify project web‑page milestones.
