Two TIP-related items moved forward at the meeting: MPO members voted to release Amendment 2 to the FY2024–28 TIP for public review and endorsed a preferred programming scenario for the FY2025–29 TIP draft.
Colleen Medeiros (Transportation Program Manager, Cape Cod Commission) summarized Amendment 2: the Barnstable Park-and-Ride Expansion and Improvements Project (Route 132) had been identified with a funding program (CRRSAA) that is no longer available and the project’s cost has risen; Colleen stated in the presentation that the project cost has increased to over $12,000,000. Because the previously identified funding source is not available, staff recommended removing the project’s federal funding entry from the TIP for now and releasing the amendment for a 21-day public comment period. The MPO voted to release Amendment 2 for public review; staff will return in April to present public comments and seek potential endorsement.
Colleen then presented options for programming the FY2025–29 TIP. Staff reviewed readiness, cost pressures and scenarios to manage a significant overage on the Mashpee Route 151 project. She reported the Office of Transportation Planning at MassDOT provided an additional $9,000,000 to that project in FY2024, reducing the region’s shortfall. Staff presented a preferred scenario designed to program available regional funds across the five-year window with minimal unallocated balances. Kevin Galligan moved and Harold Mitchell seconded endorsement of the preferred scenario; the MPO took a roll call and the chair announced the motion passed. Staff will draft the FY2025–29 TIP based on that scenario, release it for public comment in April and seek final approval in May.
Next steps and public participation: staff will post the draft TIP for review and host a virtual public meeting during the comment period (tentatively April 29) plus in-person outreach events and pop-up tables across the region.
