MPO adopts Subregion D special‑election process and elects Kevin Galligan as vice chair

The Cape Cod MPO took two governance actions during its virtual meeting: it adopted a staff‑draft special‑election process to fill a vacancy in Subregion D and elected Kevin Galligan as vice chair.

Stephen Tupper, representing commission staff, described the proposed special‑election process required by the MPO memorandum of understanding: the electorate would be the selectboard members of the four towns in Subregion D, nominations could be accepted at the meeting or by email, and the special election would be held at the next MPO meeting on March 25. Kevin Galligan moved to adopt the process; Scott Zelensky seconded and the MPO approved the procedure by roll‑call vote.

The MPO then opened nominations for vice chair. Harold Mitchell nominated Kevin Galligan; Peter Smith seconded. With no additional nominations, the MPO took a roll‑call vote and elected Kevin Galligan as vice chair.

Both actions were procedural and intended to ensure representation and continuity in MPO governance. Staff will notify the Subregion D selectboards about the nomination and voting schedule, and the new vice chair will assume the duties described by staff for the coming year.
