On the off-highway-vehicle (OHV) recreation grant program, staff said the rule was updated because statutory changes and an internal audit expanded allowable uses of grant funds and required more detail in application, evaluation, grantee requirements and closeout/reimbursement procedures. The presenter emphasized these are notifications to the commission and that the rules still require department director approval; there was no commission vote on the rules at the meeting.
Representative Jeff Stenquist and other commissioners asked clarifying questions about who signs off on director-level approvals and whether the department director (rather than a division director) is the proper approver; staff confirmed the department DNR director is involved in approvals. No public comments were offered on these rule changes during the meeting.
