Outdoor Adventure Commission adopts electronic‑meeting resolution required by House Bill 22

The Utah Outdoor Adventure Commission unanimously approved a resolution implementing provisions of House Bill 22 that clarify how electronic meeting participation is handled. The vote followed a presentation from Shane Stroud, who summarized the resolution’s main points and recommended roll-call votes be used so online participation is recorded.

The resolution specifies that members attending electronically are counted as present for the purposes of a quorum and may vote and participate as if they were in the room. It requires meeting notices to indicate when members may participate electronically and requires the commission to maintain a physical anchor location for members of the public to attend; the chair may, however, hold a meeting entirely electronically if the anchor location is closed for health or safety reasons.

"Members of the OAC attending electronically are counted as present for purposes of a quorum," Shane Stroud said while reviewing the draft resolution. He also noted the language was updated to say "electronic" rather than "telephonic" to align with the statute.

An unnamed member moved to "accept this resolution as presented." The chair conducted a roll‑call vote; respondents answered "Aye" for each called name. The chair announced the motion passed unanimously.

The commission did not attach additional conditions to the resolution. Implementation steps discussed included documenting which members participated electronically in meeting records and taking roll‑call votes as a best practice. The commission’s adoption satisfies the statutory timing noted by staff and allows the body to continue hybrid meeting practices while meeting the clarity House Bill 22 requires.
