Staff presented a draft framework to regulate construction and renovation parking after complaints in Hardscrabble and Woodland Cove. The proposal would require on-site parking where feasible, allow staff discretion to require off-site parking escrow (with a referenced Hardscrabble escrow of $25,000), and exempt planned unit developments where parking is negotiated through development agreements.
Council members expressed differing views about enforceability and scope. Some argued a citywide ordinance risks poor enforcement and resident complaints; others urged fixed rules and permanent signage. Chief Paul Falls and staff said enforcement remains complaint-based in many cases but noted the police and city staff routinely manage high-construction corridors like Woodland Cove.
Mayor Whelan and several council members favored targeted policies over a citywide ordinance—temporary city-installed no-parking signs for specific building permits, clearer permit-time requirements about where crews must park and use of escrow only in particular cases. Staff said they would draft language and potentially use temporary no-parking signage enforced by police if the council directs it.
Council did not adopt an ordinance at the work session; staff were asked to return with concrete policy language and potential ordinance text that differentiates between problem areas.
