As read into the record by staff, the resolution ratified a set of administrative policies posted on the agency website (including conflict-of-interest, property disposition, rules of order, video conference, whistleblower, time-and-attendance, compensation and reimbursement policies) and referenced the agency investment policy last amended 03/30/2023. The resolution also states it takes effect immediately.
Board members recorded a roll-call vote to adopt the resolution after staff read the clauses aloud; ayes were recorded from members present and the measure passed. The resolution additionally confirms the chair as the agency contracting and procurement officer and appoints the chair as acting executive director for limited flood-control review duties tied to code 148.
Board members discussed the regular meeting schedule and agreed to set the agency regular meetings for the fourth Thursday of each month at 5:00 PM; staff said the change accounts for member scheduling conflicts and counsel availability. Members were directed to follow up if they identified calendar conflicts.
