Committee advances bill letting contractor and licensing boards claim tax refunds

The Senate Revenue & Tax Committee advanced SB316 after sponsor Senator Jimmy Hickey described the measure as straightforward: it adds the contractors licensing board, the residential contractors committee and the Department of Labor and Licensing to the list of claimant agencies that can offset tax refunds to satisfy claims.

Senator Jimmy Hickey said the change allows those agencies to offset refunds against outstanding claims and that existing law defines prioritization when multiple claimant agencies seek offsets, with allocation generally following a first‑come, first‑served approach. Hickey asked for committee approval; a motion to pass was made and seconded, and members approved SB316 by voice vote.
