Committee backs bill enabling hospitals to opt into new federal rural emergency hospital designation

The Public Health, Welfare and Labor Committee passed legislation enabling Arkansas hospitals to opt into the new federal "rural emergency hospital" designation, which allows enhanced Medicare reimbursement for outpatient and observation services.

Representative Lee Johnson described the designation as voluntary and aimed at helping rural hospitals adapt to changes in how care is delivered. "Critical access hospitals right now get a small enhanced reimbursement for inpatient stays, but they get no enhancement for outpatient," he said, and the CMS designation offers enhanced reimbursement for emergency-room and observation care, which many rural hospitals increasingly provide.

Members asked whether private and not‑for‑profit hospitals qualify and whether Medicaid would be affected. Johnson and Jody Entrit of the Arkansas Hospital Association said qualification depends on location and bed counts, not hospital ownership; the enhanced payments come from Medicare (CMS), and Medicaid reimbursement for outpatient services would continue at critical‑access rates.

No public opposition was recorded and the committee approved the bill by voice vote.
