Bill to let property owners repair their own rental units clears committee with safety language

Representative Womack told the committee HB 18‑05 is “a super simple bill” that would make explicit a property owner’s right to repair their own real property, including rental units, while complying with applicable safety and building codes.

He gave examples of municipal ordinances that had required licensed contractors for minor repairs — a ceiling fan or a light switch — and said that requirement could force owners to spend far more than the cost of the parts. Womack said he discussed the issue with insurance companies, which told him owners remain liable under their policies when they perform work themselves.

An amendment containing clarifying language from the city of Little Rock was adopted to make clear the owner’s work must meet safety and code requirements and that local inspectors may review the work. Representative Womack also invited Representative McGrew, a licensed HVAC contractor and electrician, to answer any technical safety questions.
