Committee passes bill easing local restrictions on home‑based businesses while preserving public‑safety rules

House Bill 1416, carried in the Senate by Senator Mark Johnson on behalf of Representative Underwood, would restrict local governments from imposing blanket bans on home‑based businesses while allowing regulation for traffic, safety, fire and nuisance concerns and preserving valid deed restrictions and homeowners‑association covenants.

Sponsor Mark Johnson said the measure is intended to reduce unnecessary barriers for entrepreneurs who start businesses at home while giving municipalities tools to address nuisances and health and safety issues. Committee members asked whether the bill would override POA/HOA covenants; the sponsor replied the legislation explicitly does not supersede voluntary homeowner agreements or valid deed restrictions.

Committee members offered no public opposition in the hearing and the committee approved the measure by voice vote.
