Committee advances cleanup bill to modernize county finance language

Senator Matt McKee (State Senate District 6) introduced Senate Bill 374 as a cleanup and modernization measure for county finance statute. McKee said the bill removes obsolete references (for example, to a batch redeem warrant system no longer used), replaces outdated words (money → revenue; warrant → check), and clarifies bank account and deposit requirements and county financial records terminology.

Scott Stanson (Baltimore County treasurer) and Tim Stockdale (Garland County treasurer) attended on behalf of the Arkansas County Treasurer Association and offered to answer questions about implementation. Committee members had no substantive questions, and no witnesses registered opposition. The committee closed debate and advanced the bill by voice vote.

McKee said the changes are primarily modernizing language and would not alter counties' substantive fiscal responsibilities; county treasurers' participation indicated stakeholder support for the housekeeping changes.
