Committee advances bill to recognize out-of-state occupational licenses for new Arkansas residents

Senator Ricky Hill (District 11) presented legislation to the Senate State Agencies Committee that would provide recognition of occupational licenses issued by other states to people who move to Arkansas, excluding professional licenses such as doctors and lawyers. Hill said the goal is to reduce barriers for people who relocate to Arkansas so they can work shortly after arrival and contribute to the state's economy.

Senators questioned fairness to in‑state licensees, consumer protection, and how boards could require Arkansas‑specific exams or insurance at renewal. Hill and supporters said the bill is limited to occupational licenses, allows boards discretion to require Arkansas‑specific measures at renewal, and is intended to encourage competition and labor mobility. Senator Payton and others sought clarification that the bill requires actual residence in Arkansas rather than a secondary address; Hill said the intent is primary residence and to include military personnel already covered by prior rules.

Zachary Burt of the Arkansas Center for Research and Economics, a nonpartisan research center at the University of Central Arkansas, testified in favor and noted similar laws in neighboring states have boosted cross‑border workforce movement. The committee adopted a one‑word amendment and advanced the bill by voice vote.
