Agriculture board consolidation cleared by committee; officials say it will modestly cut meetings and admin costs

Sen. Blake Johnson brought SB403 to the Agriculture Committee proposing consolidation of 16 boards, commissions and committees into four larger boards with specific subcommittees for licensing areas such as veterinary medical examining, water wells and plant boards. Sponsor materials and testimony from Secretary Ward (Arkansas Department of Agriculture) estimated direct savings of approximately $42,000 and noted an administrative-time reduction of several hundred hours from fewer meetings.

Secretary Ward said the proposal would not remove statutory authorities and would return appointment authority for conservation-district boards to local districts rather than requiring centralized action in Little Rock. Committee members pressed for clarity on which tier of positions would require Senate confirmation and asked what would happen to account balances that fund board activities; Ward said most fee funds are statutorily restricted to their intended uses but more specificity could be provided in the bill or rules.

Members also questioned the planned reduction in board membership for some entities (for example changing eight-member boards to five) and asked the sponsor to consider exceptions for boards serving specialized constituencies. After discussion, the committee moved and voted 'do pass.' Senators signaled interest in working with the sponsor and agency staff to adjust technical language before floor consideration.
