The Kennedale City Council on Feb. 18 approved an amendment and a set of interlocal road projects designed to address erosion and roadway conditions.
Valley Lane streambank stabilization: Council approved Amendment No. 1 for the Valley Lane streambank stabilization project after staff explained that the project’s total estimate is approximately $1.18 million and that FEMA requires an environmental impact assessment (IEA) for projects exceeding $1 million. Staff said VRX Engineering submitted a fee of $111,000 to perform the assessment. City staff told the council they are in final approval steps with FEMA and that, if approved, FEMA would reimburse roughly 90% of eligible costs, leaving the city responsible for approximately $280,000 (figures explained on the record). The motion passed with a recorded vote of four in favor, zero opposed and one abstention.
Road reconstruction interlocal agreements: Council also approved three interlocal agreements with Tarrant County Precinct 2 to reconstruct: (1) Eden Road South from Kennedale Parkway to Hudson Village Creek, (2) South New Hope from the railroad tracks to Hudson Village Creek, and (3) Sweeney Height from Colette Sublette to Joplin. Staff explained the projects are budgeted in the FY25 plan and that Tarrant County would likely stage the work sequentially, starting with Sweeney Height and targeting late spring/summer start dates. Council approved all three in a single motion, recorded as unanimous.
Procurement: Earlier in the meeting council also approved adding Westwood Engineering to the vendor list for upcoming engineering projects (unanimous motion), clarifying that the action was to establish the firm as an available vendor rather than to authorize a specific project award.
Next steps: Staff will proceed with the VRX environmental assessment procurement and coordinate schedules with Tarrant County. The Valley Lane amendment’s cost and FEMA’s final approval will determine the city’s net outlay; staff indicated they expect FEMA’s approval but did not record a final authorization from FEMA in the meeting.
