Development Services staff presented a series of rezoning petitions across multiple wards. Items included a 0.23-acre rezoning at 91 S Duncan from RMF-40 to Main Street Center; a ~0.23-acre rezoning at 352 E Seventh from Neighborhood Conservation to Residential Intermediate Urban; a 0.22-acre request at 588 S Willow from Downtown General (with a bill of assurance limiting height to 3 stories) to Urban Neighborhood; a 5.9-acre request near South Razorback Road and Ashwood to split to RA and CS; and a 17.23-acre proposal on West Van Ash Drive to rezone C2 to CS in North Fayetteville. Staff noted planning commission support for most items (several unanimous forwards, one 7–1), and members asked clarifying questions about exhibit maps, prior denials, a previously adopted bill of assurance, topography and whether inclusionary zoning could be required. Development Services Director Jonathan Kurth explained current code does not permit mandatory inclusionary zoning and that a bill of assurance is the only current mechanism by which developers can offer affordability commitments.
