Grant, the planning presenter, said the Planning Board recommended raising many business license application and renewal fees to $100 for uniformity, with higher fees for certain licenses: for example, a recommended $500 fee for licenses to sell alcohol and $300 for entertainment licenses. He also proposed that kennel operations be treated as businesses subject to development plan review and application fees, and discussed requiring a dumpster for businesses with size set by expected waste generation.
Residents asked whether the proposed increases were proportionate and sought historical fee baselines; one council member asked Grant to provide a fee‑comparison study with similarly sized municipalities. Public commenters raised concerns about campground operators facing higher fees and whether emergency services coverage justifies increased charges. The council and staff agreed to bring current fee tables and comparables back at a future meeting so members could evaluate proportionality and cumulative fee impacts for businesses that hold multiple licenses.
