Holly Spivey, the department's legislative analyst, updated the State Board of Education on education bills moving through the Mississippi Legislature, saying the department had tracked roughly 275 bills earlier in the session and had narrowed its watch list to about 61 after committee deadlines.
Spivey identified several measures the department is monitoring: portability or transfer provisions in House Bill 867 and Senate Bill 2691; changes to the MAP funding formula in House Bill 1453 and Senate Bill 2332 (the house version of the MAP funding formula had passed the house by the time of the meeting); and Senate Bill 2689 addressing end-of-course assessments. Spivey said staff had opportunities to meet with bill authors and legislative leaders and that department notes were being provided to committee members and authors to explain technical details.
Spivey also said she would publish a revised list after the March committee deadline showing which bills advanced and which died. She flagged one item — described in the transcript as the 'winner bridal loan scholar' — that apparently died in both chambers by accident and that staff were exploring re-inserting into code.
"Almost all of our bills made it out of committee," Spivey said, and she urged board members to contact her with questions after they review the distributed links and notes.
