Senate committee approves limiting payroll deduction for professional dues after heated testimonies

Senate bill 473, brought by Senator Bryant, would restrict automatic payroll deduction for dues to professional or labor organizations and require employees to make membership payments directly rather than through school payroll in many cases.

Senator Bryant said the bill is intended to remove potential workplace pressure and allow educators to make an active decision about membership. He recounted conversations with educators who felt intimidated to maintain payroll‑deducted memberships. "It does take the potential for workplace fear and intimidation out of the process," he said.

Opponents including the Arkansas Education Association, Arkansas State Teachers Association and other professional groups told the committee payroll deduction is a convenience many members rely on and helps support professional development. Amy Douglas, director of legal services for Arkansas State Teachers Association, said payroll deduction is the primary payment method for many members and that alternative payment paths exist but the bulk of members appreciate the convenience. Mike Hernandez of the Arkansas Association of Educational Administrators said associations do not engage in coercive practices and cautioned against a broad restriction on all professional organizations.

Supporters including the Freedom Foundation and Arkansas Learns argued organizations capable of collecting dues can do so without government acting as intermediary. After testimony, the committee voted in favor of SB 473.
