North Ogden council approves cost-sharing agreement to install Patriot Point storm drain

The North Ogden City Council on Nov. 26 approved agreement A18-2024 to install a 36-inch stormwater line from a planned detention pond through Patriot Point to 2550 North, clearing the way for the developer to continue site work.

Scott (presenting staff member Dave) told the council the line will connect the new pond to existing infrastructure and said the construction cost was split by estimated water usage. "We would be paying 81% of the cost for it," Dave said, placing the city's share at about $92,000. He said Patriot Point would pay roughly $17,000 and the small adjoining parcel about $7,000.

Council Member Sebring moved to accept the agreement; Council Member Pulver seconded. The council recorded 'yes' votes from Council Member Pulver, Council Member Dalpass and Council Member Severy and the presiding member, and the motion carried.

Scott and councilors emphasized the project is intended to serve the new subdivision and to be upsized beyond typical subdivision needs to handle pond outflow. Staff said the city has funds in its storm drain fund to cover its portion if anticipated federal reimbursement does not materialize, and that federal grant funding is still being pursued.

The council did not attach additional conditions to the contract during the vote. The approved agreement authorizes the city to reimburse costs to the developer as described in the contract language and allows Patriot Point to proceed with the storm drainage work.
