Riverside County supervisors on April 2 approved a specific-plan amendment, rezone and tentative tract map in the Winchester/French Valley area by a 3-2 vote, adding a transportation condition that requires a southbound 'free right' movement at Washington Street and Benton Road.
Staff said the property’s original designation as commercial-tourist (part of Specific Plan 286 adopted in 1997) has not proven viable and proposed reassigning the western portion of planning area 48 to medium-high and high-density residential uses while reallocating underbuilt units from other planning areas. The applicant’s revised tentative tract map proposes 95 single-family lots (minimum 2,800 square feet) and 93 detached cluster units, totaling roughly 188 homes. Staff said the overall specific-plan buildout would not be exceeded because surplus units were available elsewhere in the specific plan.
The applicant’s representative said market conditions—higher interest rates, material and labor cost increases—required a different product mix (smaller lots and a cluster/motor-court configuration) to achieve feasible home pricing. The applicant agreed to a transportation department condition to convert the existing southbound right turn at Washington/Benton into a free right (design criteria spelled out, including an acceleration/departure lane and signage).
Several emails and a few in-person comments submitted that morning objected to density, safety and traffic impacts; supervisors debated the merits. Supervisor Jeffreys repeatedly pressed for clarity on fire and public-safety impacts given limited nearby fire stations and asked what developer contributions (fees, district financing) would support fire services. Staff said the project would pay standard developer fees and would join countywide financing mechanisms if established.
After discussion about timing and recent staff efforts to resolve technical conditions, the board added the transportation improvement condition and approved the entitlements on a 3-2 vote.
What happens next: the applicant will complete final engineering and plan checks, implement frontage improvements (Benton and Mosier frontages) and pay required impact fees; project map recordation and improvement bonding will follow county plan check and any pre-recordation conditions.
