Riverside County supervisors voted 5-0 to adopt a mitigated negative declaration and approve Specific Plan 265 (substantial performance number 3), a change of zone, and a plot plan to allow a car wash and two drive-through restaurants on a 2.19-acre site in the French Valley Airport area.
Tim Wheeler, the county project planner, presented the staff report and said the site plan includes three buildings totaling 8,479 square feet, 53 parking spaces (including 18 vacuum stalls and four electric-vehicle stalls), landscaping above the 10% requirement and underground retention chambers. Staff noted prior comments from the California Department of Fish and Wildlife and revised a condition of approval to require submission of a retention plan to the county biologist and California Fish and Wildlife for review.
There were no public objections at the hearing. The applicant, listed on the public speaker card as Scott Yoreson, was present to answer questions but the Board had no additional concerns and moved to approve the staff recommendations.
What’s next: With approvals in place, the applicant may proceed to the next permitting steps; staff said any remaining technical conditions need to be satisfied before issuance of building or grading permits.
