The Jefferson County Board adopted several parks-related measures May 21, approving a parks-fee schedule for fiscal 2025 and authorizing multiple grant applications for trail and river-access projects.
Supervisor Jones introduced a parks department fee-schedule resolution to update fees and streamline categories; the parks and finance committees recommended approval and the board adopted the schedule by voice vote.
Supervisor Christiansen presented a resolution seeking Knowles-Nelson stewardship and Recreation Boating Facilities grants to fund a floating pier and kayak launch at Cano County Park. The fiscal note listed a $15,000 inclusion in the 2024 parks budget and a total estimated project cost of $30,000 with a 50% DNR match; the board approved the application by roll call (28 yes, 1 no, 1 absent). When asked about ongoing maintenance, Parks staff said current practice is to leave assets in place and perform periodic maintenance, noting depreciation and eventual decommissioning.
Christiansen also presented measures to seek grants for paving the 0.8-mile Kawarth Park Connector Trail (estimated cost $140,000; grants could cover up to 80% or about $112,000; $127,242 in unbudgeted carryover is available as match) and for the final phase of the 10.96-mile Interurban Trail (the DNR grant could provide up to $249,999; the county previously received a $1.4 million Transportation Alternatives Program grant toward an estimated $1.7 million project cost). Both trail grant actions were recommended by committee and approved by the board.
Board discussion focused on funding contingencies and clarifying the meaning of ‘could’ in fiscal notes; staff explained carryover funds and grant-match strategies. The approvals authorize Parks to apply for and accept grants, and direct the finance director to make budget adjustments as grants and donations are received.
