At its Feb. 13 meeting, the Jefferson County Board of Supervisors approved a series of committee-recommended resolutions and ordinances. Below are the principal actions the board approved or advanced.
Resolution 202368 — Emergency management planning grant
- What: Accept $21,000 in Emergency Management Planning Grant funds to complete the county’s natural-hazard mitigation plan and amend the 2024 budget accordingly.
- Vote: Roll-call vote 28 yes, 0 no, 1 absent — passed (two-thirds vote requirement met).
Ordinance 202322 — Amend civil service promotional procedures
- What: Change promotional process steps for detective, sergeant, captain and chief deputy to begin with oral examinations, adjust scoring weights, allow outside candidates for captain where no internal candidates are eligible and require high-school diploma or equivalent.
- Vote: Roll-call 28 yes, 0 no, 1 absent — ordinance passed (required three-quarters majority met).
Resolution 202369 — Seasonal limited-term (LTE) watercraft inspectors
- What: Create a pool of seasonal LTE positions in the Land & Water Conservation Department to staff watercraft inspections aimed at preventing aquatic invasive species spread. Funding primarily from a grant referenced in resolution 202337.
- Vote: Passed by voice vote.
Ordinance 202323 — Parks hours and closures
- What: Amend county parks ordinance to set uniform park and trail closed hours (10 p.m. to 5 a.m.) with specified exceptions for certain launch sites.
- Vote: Passed by voice vote.
Resolution 202371 — Interurban Trail Phase 3 bridge bid acceptance
- What: Accept bid for construction and installation of a 150-foot recreation bridge (Interurban Trail Phase 3). Project includes multiple federal and state grants totaling $1,735,665; county carryover and contingency funding were described in the fiscal note.
- Vote: Passed by voice vote.
Resolution (TreeLoft MOA amendment) — Parks budget amendment
- What: Authorize amended memorandum of agreement with Groundswell Conservancy for the TreeLoft property and fund environmental remediation (estimated $78,792). Budget amendment passed by roll call 27 yes, 1 no, 1 absent.
Other items: the board denied a claim for damages (resolution 202360) and adopted several planning & zoning map amendments. Several items (noted above) required or will require budget amendments and appropriate roll-call votes.
Next steps: Implementation tasks assigned to respective departments and finance staff; several budget amendments will return to the board in March for final adoption.
