Parsippany council approves grant acceptance, easement and payments; ordinances set for Dec. 17 hearing

At its Nov. 26, 2024 meeting, the Parsippany (Troy Hills) Township Council approved several resolutions and authorized payments while introducing two ordinances for future public hearings.

Resolutions approved:
- Acceptance of a subgrant award under the Emergency Management Performance Grant (EMPG) program; motion seconded and approved by roll call.
- Execution of a utility easement through property owned by Westmont Arlington Plaza joint venture; motion seconded and approved by roll call.
- Adoption of the township council meeting schedule for 2025; motion seconded and approved.

Financial authorizations:
- The chief financial officer recommended authorization for payroll estimated at $1,650,000 (period 11/22/2024) and payment of vouchers for 11/15–11/17/2024 totalling $3,520,883.73. Council moved and approved the authorization for payment.

Ordinances introduced (first reading):
- Ordinance 2024:19 — amending township code chapter 420 to increase water rates and charges; introduced and scheduled for a second reading and public hearing on Dec. 17, 2024, at 7 p.m.
- Ordinance 2024:20 — amending chapter 329, section 17 (sewer rental fees); introduced and scheduled for second reading and final passage on Dec. 17, 2024, at 7 p.m.

A council member requested that Sean Andres (head of sewer) be present for the Dec. 17 hearing to explain the water and sewer increases. The council did not adopt the ordinances at this meeting; they were introduced for public notice and further consideration.

Votes: motions for the listed resolutions and payment authorizations were made, seconded and carried by roll call with affirmative responses from council members recorded in the transcript. On adjournment, one member (Mister Neglia) recorded a 'No' vote.
