A student civic education group asked the Franklin City Commission for permission to study and fundraise for a splash pad and associated amenities on city property at the former police station. The students described an eight‑month program and said the proposed splash pad would include a bathroom/changing facility and green space.
Mayor (who identified himself in the meeting) said he could not "think of a better use" for the parcel and expressed strong support for the concept. Commissioners clarified the students’ next steps would be research and concept development and that final design and any fundraising agreements would return to the commission for formal approval.
Commissioner Stewart moved to authorize the students to proceed with research in partnership with the city; Commissioner Williams seconded the motion and it carried unanimously. The commission agreed staff would provide any necessary guidance and that final, formal proposals and any required permits or agreements would be presented to the commission before construction or commitments of city funds.
The authorization is limited to research and partnership discussions; no city funding or construction contract was approved at the meeting.
