Commission reads multiple ordinances, including cannabis licensing, AUP tax and water/sewer rates; rezoning passes

The commission conducted summary readings of several ordinances and took one roll‑call vote on a rezoning item. City clerk Kathy Dillard read summaries for multiple measures included in the ordinance packet.

Ordinance 2024‑028, rezoning approximately 1.9 acres on North Court Street from I‑1 (Light Industrial) to B‑2 (General Business) at the request of Martha Kuruho Bosch, was moved by Commissioner Powell, seconded by Commissioner Williams and passed by roll call with all listed commissioners voting yes.

The packet also included first summary readings (no final votes recorded at this meeting) of: an ordinance establishing an ad valorem tax rate of $1 per $100 for abandoned urban property within the city (2024‑029); an ordinance repealing the prior prohibition on medicinal cannabis and an ordinance creating licensing and regulatory requirements for medicinal cannabis businesses (2024‑031 and 2024‑032); a new noise regulation section to give enforcement more 'teeth' (2024‑033); amendments to the city's ethics code; and an ordinance amending the city code regarding rates and charges for the combined municipal water and sewer system (2024‑035).

Dillard said full texts are available at City Hall and will be posted online upon passage. Scott Bradfrey noted Planning & Zoning recommended approval of the cannabis regulations and that several ordinances will need two sponsoring commissioners to move forward to first reading or adoption.
