House approves bill creating Utah San Rafael Energy Lab and board

The House approved fourth substitute HB 410 to establish the Utah San Rafael Energy Lab and create a state board to provide oversight and funding for a research center near Orangeville in Emery County. Representative Watkins said the center, located on a 30-acre site in a repurposed warehouse, has specialized equipment and has already attracted international researchers. Representative Lund and others highlighted unique capabilities — including equipment used for coal-combustion research and lithium-chloride analysis — and argued state stewardship would provide stability as the center grows.

Supporters said the lab could help regional economic development and position Utah for broader energy research. The House passed the fourth substitute by voice vote as recorded on the floor (69 yes, 0 no) and will send the bill to the Senate.
