The Utah House on Feb. 20 passed second substitute HB 469, a bill to consolidate various law-enforcement units within the Department of Natural Resources (DNR) into a single, coordinated entity.
Sponsor Representative Wilcox said the change is largely organizational and intended to improve interdivisional communication, training and officer retention. "This allows us to communicate a little bit better as an agency," Wilcox said, adding the bill does not appropriate new money and that the officers are already post-certified.
Representative Lyman pressed the sponsor on whether consolidation would change who has authority at incidents in local communities and whether it could lead to large statewide mobilizations; Wilcox replied the bill does not increase DNR authority, local sheriffs would remain lead in those scenarios and the change focuses on better coordination and leveraging existing resources.
Supporters said the change responds to audits and long-standing operational needs; Wilcox noted audits over 40 years had recommended consolidation and that a new DNR director had raised the same point.
The House voted to pass the second substitute of HB 469 with 72 yes votes and 0 no votes. The bill will be sent to the Senate for consideration.
Next steps: the bill proceeds to the Senate, and any implementing administrative changes will be worked out by DNR leadership consistent with existing law and interagency coordination agreements.
