The Utah House spent its Feb. 23 floor time adopting several committee reports, assigning a range of substitute Senate bills to standing committees, and approving multiple bills on the third‑reading calendar.
Early in the session the House adopted Government Operations, Judiciary, Political Subdivisions, Revenue & Taxation, and Rules committee reports by voice votes and placed substitute bills on appropriate calendars or returned some to Rules pending fiscal notes. The Speaker signed and moved documents to the relevant third‑reading or Senate calendars.
On the third‑reading calendar the House approved a number of bills with little extended debate. Representative Dunnegan moved to un‑circle and concur with Senate amendments to Third Substitute HB 36 (Open and Public Meeting Act amendment); the House concurred and recorded final passage (66–0). Representative Malloy's First Substitute HB 43 (charitable solicitations) passed 69–0. Representative Loubain's HB 439 (workers' compensation revisions) passed with a recorded 70 yes; Representative Barlow's HB 487 (historic preservation amendments) passed unanimously; and other items on the calendar (HB 265, HB 520, HB 517, HB 529) were also acted on, many by unanimous or lopsided recorded votes.
These measures will be transmitted to the Senate as appropriate; several other bills were referred to standing committees for prioritization or returned to Rules for fiscal notes.
