Utah House advances dozens of bills in Jan. 31 floor session; summary of key votes

The Utah House of Representatives convened Jan. 31 and advanced a broad package of legislation across education, public safety, natural resources and licensing, with most bills approved and transmitted to the Senate.

Among the measures that passed: House Bill 224, an outdoor-recreation initiative to enable shared‑stewardship style agreements across federal, state, SITLA, county and private lands, passed the House 70–0. Not all business was final. HB236 (DUI testing immunity) was amended on the floor (changing a drafting term from “and” to “or”), passed, then the House voted to reconsider after counsel identified a drafting issue; the bill was ultimately circled so sponsors can prepare a corrected amendment and post it online before further floor action.

What happens next: Passed House bills will be transmitted to the Utah Senate for consideration. HB236 has been circled for technical drafting changes; sponsors said they will return with corrected language before the Senate acts.
