Cox said that, alongside tax relief, the state can fund priorities such as a statewide network of trails, expanded skills-based learning for non-college paths, tuition freezes for college students who pursue degrees, increased mental-health resources and crisis interventions, and modernization of state IT systems to improve citizen services.
The governor did not attach bill numbers, precise offsets, or a legislative appropriation schedule to the $1 billion proposal in the speech; those details will need to be developed in the budget process and in committee hearings.
