House urges PEHP to cover fertility preservation for young cancer patients

Representative Raymond Ward presented the first substitute to House Joint Resolution 8 asking PEHP to cover fertility preservation for young people who will lose fertility as a result of life-saving cancer treatments. Ward described his son's cancer diagnosis and subsequent treatment as the personal impetus for the resolution and said the requested coverage would last up to five years.

Floor questions focused on cost. Ward said a fiscal-note estimate placed the annual cost to PEHP at about $113,000 statewide; he explained sperm preservation typically costs a few hundred dollars per patient while egg retrieval and preservation cost a couple thousand plus storage. Representative Perucci noted existing pilot partial IVF coverage under PEHP.

After limited discussion the House adopted the amendment and passed the resolution on a recorded vote that the clerk reported as 45 yea and 26 nay. The resolution requests that PEHP implement coverage; it does not itself appropriate funds or change statutory benefit mandates but signals the Legislature's intent to the state insurance program.
