House adopts several committee reports; HB 433 passes 68–0 and multiple bills moved to calendars

On Feb. 20 the Utah House adopted a series of committee reports and acted on multiple calendar and consent items.

Clerks read communications from the Senate transmitting and requesting consideration of numerous bills. The House received the Senate message that included substituted and passed bills and referred many of those items to the Rules Committee for further consideration.

The House adopted the Government Operations, Judiciary, Political Subdivisions, and Revenue and Taxation committee reports. Committee chairs reported favorable recommendations on a range of bills — for example, the Government Operations Committee recommended substitute House Bill 393 (primary ballot requirements) and asked that substituted Senate Bill 168 be referred to Rules for fiscal prioritization. The Judiciary Committee recommended that some items be returned to Rules pending completion of fiscal notes.

On the consent calendar, Representative Spendlow moved to uncircle House Bill 433 (public land geographic data amendments); after sponsor remarks explaining the measure would coordinate collection and reporting of public land geographic data through the Utah Automated Geographic Referencing Center, voting produced 68 yeas and 0 nays and HB 433 passed the House and will be transmitted to the Senate.

Several bills were read for the second time and placed on the House third-reading calendar or consent calendar as recommended by committees. The House recessed at 2 p.m. following a motion to do so.
