House advances and amends multiple Senate bills, returning them to the Senate

During its Feb. 28 session the Utah House of Representatives moved a number of Senate bills through committee report adoption, substitution, amendment and recorded votes.

The House adopted several committee reports early in the session and then acted on the Senate third-reading calendar. Notable floor actions included:

- SB76 (third substitute): Representative Snyder described the bill as coordinating water usage across counties, water providers and state agencies. The third substitute passed the House, 72–0, and will return to the Senate for further consideration.

- SB34 (first substitute, water infrastructure funding): Representative Brooks successfully moved to reconsider and then proposed and won Amendment 1 to ensure tax-exempt properties were included in cost allocation language. The amended bill passed the House, 69–2.

- SB204 (Autism Coverage Amendments): Representative Eliason explained the bill requests a Centers for Medicare and Medicaid Services (CMS) plan amendment so state Medicaid would cover services for adults with autism similar to commercial plans. The House passed SB204, 62–10.

- SB114 (County Correctional Facility Contracting Amendments): Representative Burton said the bill establishes a budgeting formula for contracted county jail beds and moves such funding into the base budget; the House passed SB114, 72–0.

- SB45 (statewide online education program amendments): After procedural reconsideration and substitution, the House adopted a second substitute that extends sixth-grade participation and allows sixth graders to take more than two credits; second substitute SB45 passed 69–0.

Clerk and sponsor statements show multiple other bills were read, circled, or returned to House Rules for further fiscal note work. The House adjourned after approving the listed measures and returning them to the Senate for signature or further consideration.
