Utah House passes dozens of bills; committee reports adopted and multiple concurrence votes carried

SALT LAKE CITY — During a March 1 floor session, the Utah House read communications from the Senate, adopted committee reports, and passed numerous bills spanning transportation, education, water conservation and public safety.

Clerks read multiple committee reports at the session start; the Business & Labor Committee, Education Committee, Government Operations, Health and Human Services, Judiciary, Law Enforcement and Criminal Justice, Natural Resources, Political Subdivisions, Revenue and Taxation and Transportation committees each returned bills to rules and moved committee reports, which the House adopted on voice votes.

Notable floor actions and final votes on March 1 included:

- S.B. 172 (vehicle sales amendments): passed 69–0 (allows electronic signatures and delivery of used vehicles to buyers).

- H.B. 26 (concurrence with Senate amendments): passed 55–15 on final passage.

- Third substitute H.B. 69 (election modifications): passed 71–0.

- Multiple Senate bills circled, uncircled or amended on the third-reading calendar as routine floor business.

- S.B. 277 (water conservation and augmentation): presented as the session's major water bill and passed the House 72–0.

- S.B. 125 (transportation infrastructure, electrification research center) and S.B. 185 (active transportation fund provisions) were discussed and passed with amendments as noted on the floor.

Clerks recorded votes and the speaker's office announced bills that will be returned to the Senate for the president's signature or further consideration. After addressing additional business, leadership recessed the House until 2 p.m.
