House reconsiders and passes First Substitute SB 2002 after floor motion

The Utah House on Nov. 10 reconsidered its earlier action on First Substitute Senate Bill 2002 and subsequently approved the substitute, sending the bill back to the Senate. A motion to reconsider was introduced citing the bill’s requirement for a 50-vote threshold because it contains specific dates; the motion passed and debate followed on whether the bill “picks winners and losers” among interlocal agencies.

Representative Daley (Provo) objected to the bill’s selective exemptions, saying the substitute ‘‘takes several entities that exist under authority of interlocal agencies, and we’re saying that we’re putting new rules to one, but not to the others’’ and called that policy-making a disservice. Other speakers urged respect for process and more time to address exempted entities.

After floor discussion, the House voted to pass the First Substitute of SB 2002 by a recorded vote of 51 yes to 19 no. The House announced it would return the bill to the Senate for further consideration.
