Senator McKay, who introduced the resolution during a lighthearted floor presentation that included personal hockey memorabilia, read the resolution into the record: "Now therefore, be it resolved that the legislature of the state of Utah supports the efforts of Smith Entertainment Group and the pursuit of bringing the National Hockey League to the great state of Utah." He told colleagues the resolution was addressed to Utahns and the NHL to signal local enthusiasm for a professional franchise.
The resolution moved quickly after the Senate first agreed to suspend procedural rules so Senator McKay could make an informal presentation in hockey paraphernalia. Senators voiced support on the floor: Senator Fillmore said the proposal underscored Salt Lake City’s credentials as a major-league market and expressed enthusiasm for showcasing Utah on a national stage.
Senate leaders then moved to suspend the three-reading and committee requirements to take up the resolution immediately. The Senate recorded the final vote as 29 yeas and 0 nays; the President announced that Senate Joint Resolution 12 passes and will be sent to the House for their consideration.
The resolution is symbolic and does not authorize funding or bind any state agency; its principal effect is to communicate the Legislature’s support for private-sector efforts to bring an NHL franchise to Utah. The House will next receive the resolution for its consideration.
