Senate adopts broad school-safety bill after amendments; bill funds equipment and creates public-safety chief role

The Utah Senate passed the fifth substitute to House Bill 84, a large, amended bill addressing school safety that sponsors said will fund one-time equipment purchases, create roles to coordinate safety work across districts, and establish flexible timelines and needs assessments so schools of different sizes can adopt appropriate measures.

Senator Ibsen and Senator Milner said the legislation creates a public-safety security chief position to work with county security chiefs, coordinates with the SafeUtah app and anti-bullying efforts, and requires a needs assessment so funding and implementation are tailored to each school's size and situation. Senator Milner said the sponsor and House author worked with education stakeholders to remove unfunded-mandate concerns.

Senator Weiler and others supported the measure as a prevention-focused approach. The Senate passed the fifth substitute as amended by a roll-call tally reported as 27 yeas, 0 nays, with two absent; the bill will be returned to the House for consideration.

Supporters emphasized that the bill provides one-time funding for equipment and coordination resources, while including flexible implementation schedules so urban and rural schools can adopt changes at appropriate paces. Opponents were not prominent on the floor after the final amendments, and sponsors said they would continue stakeholder engagement.
