Senate advances Medicaid adult dental waiver, sends SB 19 to House

Senators on the Utah Senate floor on Monday approved Senate Bill 19, a Medicaid dental proposal intended to expand dental care for able-bodied adult Medicaid recipients through a waiver and partnerships with providers, including the University of Utah School of Dentistry.

Senator Evan J. Vickers, sponsor of SB 19, told colleagues the program would “offer a program that will take care of dental needs for Medicaid patients” and that a provider network working with the dental school would cover the state match for the waiver. “The nice thing about this is, it would be a Medicaid waiver request, but the match will be covered through that network,” he said.

Vickers said the expansion aims to reduce visits to hospitals and emergency rooms by providing preventive and routine dental care. He described the proposal as a positive fiscal note for Utah because the network match reduces the state’s immediate cost exposure.

There was no extended floor debate following the presentation. Vickers moved that SB 19 pass, and a roll-call vote recorded 19 yes, 0 no, and 10 absent; the bill was ordered sent to the Utah House for consideration.

What happens next: SB 19 will be transmitted to the House, where it will be assigned to a committee and considered under that chamber’s schedule. The sponsor said the proposal depends on approval of a federal Medicaid waiver.
