Senate clears MITA bill to support Northrop Grumman campus, allows contaminated-land acquisition for interchange

Senators approved the first substitute for Senate Bill 20 after a floor presentation from Senator Mike Stevenson that framed the measure as critical to completing a major economic development near Hill Air Force Base.

Stevenson said the bill enables a private-infrastructure district (PID) and allows the Military Installation Development Authority to acquire contaminated land on the west side of Hill Air Force Base to facilitate construction of a new interchange (1800 North on I-15) and related development. "This is history being made," Stevenson said, describing preparations for the Northrop Grumman campus and associated infrastructure.

The substitution changed the bill’s enactment date; the Senate approved the substitute and then passed the first-substitute bill under suspension of the rules by roll call (26 yea, 0 nay, 3 absent). Proponents described the measure as time-sensitive to allow the governor to sign quickly and to keep the project moving as Northrop Grumman finalizes its campus.

Supporters emphasized economic-development benefits and that the bill implements authority consistent with MITA’s original purpose. No floor amendments were recorded and no sustained opposition was offered during the floor colloquy.

The bill will be transmitted to the House for its consideration.
