Utah Senate designates Diwali as state commemorative day, bill passes unanimously

Senator Derek Fillmore presented Senate Bill 46 to the Utah Senate, asking lawmakers to recognize Diwali — the festival of lights celebrated by Hindu, Sikh and Jain communities — as a state commemorative day.

Fillmore told the chamber the observance "falls, like, in the October, the November on our calendar" and that designating the day would "show how much we value this community's addition to Utah's growing tapestry of culture." He introduced guests from the India Cultural Center and Sri Ganesh Hindu Temple and noted the temple’s community presence in South Jordan.

The presentation followed an invocation offered on the Senate floor by Satish Kumar Navraty of the Sri Ganesh Hindu Temple, and Dinesh Patel, a lifetime trustee of the temple and India Cultural Center, joined Fillmore in the gallery. Fillmore said the bill would place Diwali "as a state commemorative day" and would allow celebrants to use fireworks consistent with state law.

After the presentation, Fillmore moved that S.B. 46 be read a third time. The Senate conducted a roll‑call vote; the clerk recorded 27 yea votes, 0 nay votes and 2 absences. President Adams announced that "Senate Bill 46, having received 27 yay votes, 0 nay votes, 2 being absent, shall be read a third time." The bill passed and will proceed according to the Legislature’s process for enacted measures.

Why it matters: the measure formally recognizes a religious and cultural observance tied to a growing constituency in Utah and signals legislative acknowledgement of the state's increasing religious and cultural diversity.

The Senate returned to calendar business after the vote; S.B. 46 now moves on per legislative procedure for final processing and any necessary transmittal.
