Senate advances scores of bills; major floor motions include property data change and several House measures

The Utah State Senate used a busy floor day to read new bills, approve substitute language and pass multiple measures that will move to the House or to further committee work.

Among bills acted on were House Bill 368 (inmate identification), which the Senate passed to ensure people released from custody leave with vital documents; House Bill 185 (public education enrollment options), HB121 (wildlife habitat account amendments) and a series of conservation and alcohol-related bills that received floor votes. The Senate’s Rules Committee also reported assignments sending multiple House bills to standing committees for review.

Several bills were substituted on the floor before passage, including Senate Bill 215 (insurance/settlement-account clarifications), which the sponsor said preserves the practice of holding settlement proceeds while parties resolve liens and distribution. Senate Bill 228, a second substitute addressing property-transaction reporting to assessors, was debated at length and ultimately passed after amendments that exclude certain transaction types, such as tax-sale transactions and sales under threat of condemnation.

Other bills that passed on third reading included SB246 (accident report access amendments) and SB247 (medical malpractice clarifications). The Senate also adopted a constitutional joint resolution (SJR1) to address real-estate transfer tax authority and moved it to the House.

Not every proposal survived the floor. A contested proposal to create a drug-induced homicide offense (first substitute SB254) was debated extensively and failed on the Senate floor.

The Senate approved the Rules Committee report and adjourned until 10 a.m. Monday to continue its work.
