Senate passes bill requiring parental access to school library checkout records

Senator Grover presented First Substitute House Bill 465, described as a measure that would require local schools to provide a mechanism for parents to view what their children check out from school libraries. Grover said the bill asks ‘‘that our local schools provide a way for us as parents to see what our kids are checking out of their school libraries.’’

There was little floor discussion after the sponsor’s presentation. Under suspension of the rules, Senator Grover moved that the bill pass. A roll-call vote produced 19 yea votes, 6 nay votes and 4 absent; Senate leadership announced that First Substitute House Bill 465 passed and would be signed by the President and returned to the House for the Speaker’s signature.

Supporters framed the bill as a transparency and parental-rights measure. The Senate did not adopt amendments on the floor and no additional implementation details (for example, particular technical or privacy safeguards) were discussed during the recorded remarks.
