Utah Senate strikes enacting clauses on remaining measures, certifies journal and adjourns sine die

Senator Buxton moved that the Senate strike the enacting clause on all House bills, Senate bills and resolutions remaining on the Senate calendar; the motion passed on a voice vote. President responded by directing Secretary Jen Story to read, revise and make minor corrections to the daily Senate journal and to certify the indexed and bound copies as the accurate record of the 2023 general session.

The president appointed a three-member committee (Senators Stevenson, McKell and Pitcher) to wait upon the governor to ask whether he had further business, and a separate committee (Senators Andrade, Wilson and Kwan) to notify the House of Representatives that the Senate had concluded its business and was ready to adjourn sine die. A senator reported back that the House was prepared to adjourn; the Senate then heard from Governor Cox before completing final business.

Later in the evening, Senator Vickers moved to resolve the Senate into a committee of the whole to hear from the governor; that motion passed, and, after the governor's remarks, a motion to dissolve the committee of the whole also passed. The final motion — offered by Senator Vickers — to adjourn sine die was approved on a voice vote and the Senate concluded its 2023 general session.

Directives and formal actions recorded at the close of the session will be reflected in the certified journal, which Secretary Jen Story was tasked to prepare.
