Senate clears SB64 to third reading after sponsor explains identification requirement for vehicle titles

SALT LAKE CITY — The Utah Senate advanced Senate Bill 64 to a third reading on Friday after sponsor Senator Davis told the chamber the bill would ensure a person who owns a vehicle can obtain title even if a driver's license has lapsed for reasons such as recovering from a stroke, provided they present picture identification to verify ownership.

Davis said the measure addresses a constituent situation in which a vehicle purchase intended to help a spouse regain mobility ran into title problems because the spouse’s license had expired. “Simply all this would do is make sure that whoever is the owner of a vehicle… show picture proof that that's who they are,” Davis said.

The Senate proceeded with a roll call to read the bill a third time; the chair recorded 27 yea votes, 0 nays and 2 absent. The bill will remain on the legislative calendar for third-reading consideration.
